You type the phone number, ask for the code, type it, get it wrong or wait too long, ask again. At some point Telegram stops answering with a code and shows one line: "Too many attempts, please try again later." The account is still there. What is closed is the door to it, for a while.
What does "Too many attempts" mean in Telegram?
It is a limit on logging in, set per phone number. Telegram's API documentation describes it plainly: "Each phone number is limited to only a certain number of login attempts per day (e.g. 5, but this is subject to change), after which the API will return a FLOOD error until the next day." The same page is the source for everything about login codes below.
The app turns that error into the text you see. In the official Android client the string is called FloodWait and reads exactly "Too many attempts, please try again later."
Behind it are two errors that Telegram lists for the method that sends login codes:

The first two are what people meet in the app. The third one mostly shows up in software that works through the API, and there the number of seconds is part of the error.
What does "Limit exceeded" mean in Telegram?
The same family of limits, in other words. Telegram's own interface strings show three cases where you meet "limit exceeded" or its close relatives:

In the Telegram Passport screens the same situation reads "Limit exceeded. Please try again later." In every case the fix is time, and every new attempt only adds to the count.
How long does "Too many attempts" last?
For the daily login limit the documentation gives the answer itself: until the next day. Telegram does not publish an hour or a timer, and the app does not show one.
Two practical rules follow from that:
- Wait a full day. Not an hour, not "a bit". The limit counts attempts per day, so a day is the unit that matters.
- Do not test it every hour. Each new request for a code is another attempt against the same number. People who keep checking tend to report that the block "does not go away", because they keep feeding it.
If the error is FLOOD_WAIT_X with a number, that number is the wait in seconds and it is exact. Wait that long and not less.
Why does it happen?

Where does the login code actually go?
This is the cause behind most lockouts. If the number is already logged in somewhere, Telegram sends the code there first, not by SMS. The documentation says the code is sent "as a Telegram service notification to all other logged-in sessions". In practice it is a message from Telegram in the chat list of your other phone, tablet or computer.
SMS comes later, and only as the next option: if the code does not arrive within the timeout, the app can request it again through the next delivery type. So the order is:
- Check every device where this Telegram account is open. The code is in a message from Telegram.
- Wait for the timeout the app shows before asking for another way.
- Only then ask for SMS or a call. One request, then wait.
What should you do right now?
- Stop. No new codes, no new attempts from other devices.
- Wait until the next day, a full 24 hours to be safe.
- Prepare before the next try. Find the device where the account is still logged in, and find the cloud password if two-step verification is on.
- Request the code once and look for it in Telegram before asking for SMS.
- Type it carefully. Then the password, if asked.
If the cloud password is the problem, Telegram has a reset for it. With a recovery email set, a code goes to that email. Without one, the reset starts a timer: the documentation describes "a 7-day server-side timer", and after it the password is removed. During those seven days the reset can be cancelled from a logged-in device.
Is "Too many attempts" a ban?
No. The account is untouched, only login is paused. It is easy to confuse with states that are actually serious:

For outreach teams: logins burn faster than messages
A team that runs twenty accounts logs in far more often than one person does. Every new device, every move to new software, every lost session means a fresh login with a code. When something goes wrong, people and scripts retry, and each retry counts against the same small daily allowance for that number.
What helps:
- Log in once and keep the session. A working session does not need a new code. Most lockouts start with an unnecessary re-login.
- Keep one place of work per account. Two tools fighting over one number both ask for codes.
- Stop scripts at the first flood error. A loop that retries a login is the fastest way to lock a number for a day.
- Keep the cloud passwords in the same place as the numbers. A forgotten password turns into wrong attempts, and a reset without a recovery email takes a week.
